The Graduation Model TPB note: This graphic representing an effective poverty intervention approach used by IPA has been successful in large part because it addresses multiple issues. Far too many development assistance initiatives have been designed by specialized sector experts who have ignored the role other sectors have in development success. Hundreds of the project reviews I have undertaken have had reduced success simply because of this silo segementation of the work.
