The performance of the infrastructure is a major determinant of the performance of the complete socio-enviro-economic system. Western economists and policy makers since the end of WWII have focused on the idea that corporate profit and consumer consumption is the foundation for a 'healthy' economy, but this has very bad environmental conseqiuences when the efficiency of the system is compromised. It is worth noting that every poor community lacks for access to an efficient infrastrucuture, whether this is the infrastucture for water and sewage, or power, or transport, or communications!

A $13 billion spending plan for the US federal government to help fund an Amtrak project between New York and New Jersey has been scrapped by the Trump administration, the Washington Examiner reported on Sunday. The Obama administration had agreed with New York Gov. Andrew Cuomo and New Jersey Gov. Chris Christie to split the cost of the project, which was to build an Amtrak tunnel connecting New Jersey to Penn Station in New York City. The current single tunnel, which has some 600,000 commuters a day, is known to be rapidly deteriorating.

The state of the water and sewer infrastructure around the world is a global disgrace. In the rich industrial countries the infrastructure is antiquated and in need of maintenance and repair and in developing countries there are huge numbers of people with no access to the essential water and sewer services because there is no infrastructure. There is not enough water in the right places to satisfy the needs of people and agriculture and industry. Water that is used in various ways should be treated appropriately before discharge into the environment, but this is arely adequate and run-off into valuable watersheds is commonplace.

Basic observation
Infrastructure has deteriorated in most parts of the “south” and is mostly dysfunctional, making any industrial productivity low.
|
Prevailing response
A few big infrastructure projects are in process and on the drawing board. Some are going to add value, but the maximizing of value from these projects rarely happens because of the value export of the typical business model. Meanwhile little is done to upgrade a deteriorated infrastructure.
|
A better response
Rehabilitation of deteriorated infrastructure is a priority, and best done by using local contractors and a maximum of local content. The process of infrastructure building should maximize value adding, and this means local labor, local capacity and local capital to the extent it is available.
|
