The purpose of reporting is to make it possible for others to share this understanding.

TVM considers data and analysis as parts of a neutral process ... they do not represent opinions.

Data flows into a store and all data are analyzed so that conclusions can be drawn.

The purpose of data and analysis are to improve the decisions that are made and the results .

The concept of neutrality also flows through the process from data collection, through analysis and recommendations.
