Something about people focus
The core of any community is people ... and a big part of the TVM analysis of state revolves around people.
Note however, that a place may not have any people, and yet be productive with a positive valueadd.
People have needs, and the primary purpose of economic activity is to satisfy these needs, using available assets. To the extent that the available assets are inadequate to satisfy needs, there is the equivalent of a liability.

Liabilities
A community has various classes of liabilities.
In order to represent the state of a community in an efficient manner, the lack of an asset need to satsify needs is considered to be a liability. This is logical in that a lack of local assets will be made up by the 'import' of required assets. A community that cannot satisfy its needs with a combination of local assets and imported assets will experience in value destruction ... negative valueadd ... and the quality of life will deteriorate.
People
The people profile has several dimensions
- Age
- Gender
- Family status
- Health status
- Knowledge status
- Wealth status
Over time the profile changes ... for any individual the age increments by 1 year every year period. Other elements of the profile change dependidng on the activities of the period.
In the course of a period, individuals may get married, have children, become sick or get better, get some education, get a job and have wages, build or buy a house, or sell one. These events are reflected in the change of status of the individual.
In turn this aggregates to the family and to the community.
Natural Resources
There are many issues related to natural resourses. Though natural resources may physically exist in the community, the legal status of the resources may be such that the local community gets little or no benefit from them, or worse, may be damaged significantly by their exploitation.
