It costs the country billions of dollars. And despite many investigations, no one can ever remember a high-ranking official going to jail. But a new constitution that is supposed to end impunity and create more transparency is giving people hope that things might change. Today, The Cafe talks to Kenyans about how bad the problem of corruption is and whether it can ever be overcome.
