This is an interesting piece of economic development promotion, and useful as a starting point for understanding what this development investment will accomplish ... but it is only a starting point.

It is interesting to see all the 'advantages' that accrue to the investor, but it is also interesting to note that there is no talk of the cost of these benefits for the Cambodian government and society. The Economic Free Zone movement has been a boon for international companies from high wage cost rich countries because it enablees them to access low wage labor without having to pay very much to support the progress of these people into a higher wage middle class. This explains why high wage Japan is a major investor through JICA in the development of the Free Zone. The Free Zome makes economic sense for Japan much more than it really supports the progress of Cambpodia.

This subject needs a lot of deep discussion with approp[riate data.
