I cannot pretend to be impressed with this initiative. I have been engaged with the issues of international socio-economic development since the 1970s, and I would have thought that by now the 'experts' would have learned something about what works and what does not, and be in a position to organize funding based on 40 odd years of successful experience.
Of course, the problem is that the official development assistance (ODA) community has rather little successful experience, and they are still floundering about trying to figure out what really needs to be done. This is a terrible state of affairs.
Several years ago I wrote a book manuscript titled 'Turning Development Upside Down'. In this manuscript I observed that there are solutions to almost all the problems being faced by the poor communities in the world, but the structure of ODA and the structures in the market based global economy make it impossible to implement practical solutions because they don't fit policy conditionality within the ODA systems nor the ROI requirement for private money profit investment.
