US EDUCATION
POOR BY WORLD STANDARDS

Some US higher education is world class, but most US grade school education is quite poor


Burgess COMMENTARY
I was very fortunate to get a superb education thanks to my parents. My father was a schoolmaster who understood the immense value of education, and my parents did everything they could to give me opportunity through education. I grew up in the UK and have lived in the USA for most of my adult life. Some higher education in the USA is world class, but most grade school education in the United States is rather poor.

This has huge implications for the performance of the United States in the future, and also explains much of its performance over the past several decades.

I visited North America from the UK when I was a student. In fact I spent the summer of both 1960 and the summer of 1961 in North America. Courtesy of the Canadian government, I was allowed to do a summer job in Canada which was really my introduction to the world of employment and work. During this time I was able to compare what my education was like in the UK with what was happening in Canada. The conclusion was that my education was about a year ahead of my Canadian contemporaries.

Later on these trips I travelled extensively around the United States with some new Canadian friends. We compared our education with some of the young people we met in the United States in our travels. We concluded that the Canadians were a year ahead of the Americans. It seemed that my '6th form' work at school in the UK was pretty much equivalent to the 2nd year college work in the USA.

While this assessment may be somewhat superficial, it does ring true and does help to explain a lot of what has been happening in the USA over the past several decades.


My father taught at 'good' schools for the first half of his career. For the second half of his career, he was the headmaster (principal) of a 'bad' school. In this context, the 'bad' school was one where the children who had 'failed' the 11+ exam attended. At the time these schools were called 'Secondary Modern Schools' while the 'good' schools were called 'Grammar Schools'. My father became the 'head' of a Secondary Modern School.

I remember learning that my father had concluded that children who were having difficulty learning needed more excellence in education that children who were easy learners. For easy learners, they could learn from a book, but those who were having difficulty needed something ... maybe a lot ... extra.

My father was very athletic and played both rugby and cricket at quite a high level. For example, he played rugby at the county level when he was 19, and later played for the Barbarians, one of the very few players who did not play for a national team to have played for this team. He captained the Preston Grasshoppers when he was in Lancashire and captained Richmond when he lived in Surrey. As the new head of a Secondary Modern School he pulled sport into the process of education. Sports have a different dynamic than academics. I remember one of my father's students who did not excel academically, but was a good rugby player and a very good leader. He captained the school rugby team ... and later had a successful career as a supervisor in industry where leadership is more than just the learning from a book.

I am also reminded that my father's students took 'gardening' which was quite 'hands on' and practical rather than biology. I went to the local 'good' Grammar School and learned biology from a book. My father's students got to know more biology than me by doing the 'gardening' course.

My father eventually got into trouble. Students were able to take university entrance examinations when they attended a Grammar School, but did not have this opportunity if the attended a Secondary Modern School. Two girls ... twins ... had failed the 11+ exam and were therefore at my father's school. They were doing well and it was clear that they would be good enough for university if they got the right course work. My father and the headmaster of the local grammar school made it possible for the twins to progress as far and as fast as they could ... which was fine until it came time to register for exams, at which point the two educators had to confront the bureaucrats. Fortunately, the educators won this battle and the twins ended up at a university. I am not sure the bureaucrats ever forgave my dad ... but it was the right thing that he did !!!!!


Academic versus Practical Education

I ended my formal academic education around 1960 when I was twenty years old. My education did not end at that time. Since then I have been very active using experience as my teacher ... I refer to is as experiential learning.

When I went to university, less than 5% of UK youth went to university. Most people got some sort of training that would give them skills to do useful work that would afford them a wage.

Fast forward to the present time, and in the UK



In the USA, the overall college enrollment rate of 18- to 24-year-olds (ages in which students traditionally enroll in college) was 41% in 2019, where college enrollment rate is defined as the percentage of 18- to 24-year-olds enrolled as undergraduate or graduate students in 2- or 4-year institutions.
