This is a powerful conversation and well worth taking to heart.

I have never worked at this level, but I have been near enough the 'top' of government in a number of different countries around the world to understand exactly what Mikhail Khodorkovsky is saying.

Most of the time, during my work as an international development consultant in the 1980s and 1990s, I chose to travel on a British passport rather than using UN or US credentials. It was my experience that there was a level of respect given to the British diplomatic corps that was not given generally to members of other diplomatic missions.

There was a time in the UK when it was harder to pass the Civil Service exams to get into the Foreign Service than it was to get into Oxford or Cambridge ... and this showed in the staffing of the British missions around the world.

During a period of around 25 years starting in the 1970s I worked on a variety of assignments for the UN, the World Bank and others around the world and coordinated frequently with the missions of many different countries. Especially in Africa, it was interesting to learn how different the missions were. The Chinese missions were often the most receptive while the US missions the least. The British were the most knowledgeable about the host country and the French and Swedish the least flexible. Of course, these were impressions based on rather little interaction ... but not so much what I expected, and I am fairly certain that things have changed in the last couple of decades. mostly, not for the better.
