Task & Purpose: India's Problem with Russia is Worse Than You Think

Peter Burgess COMMENTARY
This is a useful piece of background on India ... a country that I have concluded is destined to play an increasingly important role in world affairs going forward.

Thie idea that Britain had such an important role in India for such a long time in the 19th century and much of the 20th century is remarkable. While there is a lot of talk about 'British Rule' in India for this period, I would argue that the only way the British could achieve this 'appearance' is by a massive amount of collaboration and cooperation .. live and let live ... such that all the major power blocs got something that they wanted.

Obviously this fell apart in 1947. While the 'allies' defeated Germany and the 'axis' powers, Britain was exhausted and in no position to make a stand on any but the smallest of issues ... and India was no small issue.

I learned something of India as a schoolboy in England, and a lot more doing work for the World Bank in India in the late 1970s. One of the things that impressed me was the ability of civil service to function so well in a very populous country as well as the huge population of very very poor people. It was also clear that a growing industrial base was emerging as well as a very competent technological sector. Our team passed through Bangalore at the same time a national tech conference was in process ... and it was impressive!

I don;t like Modi ... perhaps this is because I really don't understand him ... but it is clear to me that India is going to be an important part of world affairs going forward.

India historical geopolitical partnership with Russia is now being tested. Today India is the world’s largest buyer of Russian military hardware accounting for 20% of Moscow’s orders. India has become the 3rd largest buyer of Russian oil at $24 billion dollars annually. But the reality of why India feels they need to work with Russia is far more complicated than you might imagine and it all has to do with their attempts to build an economy and military powerful enough to counter what they believe is their biggest threat. Their neighbor China.

In order to understand India’s complicated relationship with Russia we need to recognize that this is nothing new. India has maintained political, economic and strategic ties with Moscow ever since the Cold War, something that Washington has been upset about. In fact the US is preparing a military aid package for India worth $500 million dollars. If this deal went through it would make India one of the largest recipients of US military aid, behind only Israel and Egypt. This is designed of course to curb India’s long historical reliance on Russian and soviet military equipment. Because even though India has close ties with Russia they are also considered a strong ally of the United States. And this is key to understanding India’s strategy. Of course Moscow is obviously upset about India’s close relationship with the United States. Apparently It’s considered controlling to tell your friends who they can and cannot be friends with.
