SOCIAL CAPITAL reflects the value of people and everything about the human dimension of the socio-enviro-economic system.
It is a composite of everything that makes up the 'value' of the individual, and then combines this with connections and relationships, what we call Relationship Capital, and in addition combines this with the value add enabled by the place, something we call Locational Capital.
So for example. a young baby has an inherent value as an individual, but this value is enhanced enormously by the relationship of the baby with the parent. Later in life the growing child and the young adult with have value enhanced by the extended family and friends ... more raltionship capital.
And a young baby fortunate enough to be born in a rich stable country there is a value enhancement, while a baby unlucky enough to be born in a war zone, then there is value degradation ... these are the impacts of locational capital.

Quality of life at the individual level
Past: Value emerging from childhood, parenting, education, healthcare, family and friends, experience ...
Present: Current situation, job and earnings, family and friends, housing, health, wealth, etc. ...
Future: How well prepared. Possibilities in the place.

Family & Friends ... Relationship Capital
The family and friends are important parts of the social structure
The relationships associated with family, friends and connections magnifies or diminishes human capital.
A good idea that is never shared has no value, but the network effect of many connections may make it valuable.

Place / Community ... Locational Capital
The place factors into quality of life ... the place really matters.
A high potential place augments social capital and is diminished by a low performance place.
A really smart place is driven by strategy where the potential of people is well understood and used to good effect.

Tradition / Arts ... Cultural Capital
History, music, dance, drama give flavor to life. Without all these different aspects of culture, the world is far less interesting and quality of life much more limited.

Religion ... Spiritual Capital
Religion had an important role for millenia. At some level the spiritual dimension of life is more important than materialism. The fact that the supernatural has been of interest for ever says something about its importance.

Relationship Capital manifests in many different ways. It may be observed as a child grows up and participates in team sports. When the child starts to play as part of the team, the performance improves. The same sort of behavior goes on inside every organization ... as well as happening in every family, community and grouping of people.
Relationship Capital has value in another way as well. When an idea or any other sort of knowledge is kept to oneself, it really has not much value compared to the value it gains when it is shared around a community of people.
Modern initiatives like Social Media are taking advantage of Relational Capital in interesting ways. The business model that has emerged is one that seems to appropriate most of the value of digital relationships for the benefit of the platform operators and advertisers with rather little of meaningful value accruing to the people who are using these platforms.

Place really matters. When a place is dysfunctional, then quality of life is degraded. There are many ways in which a place can be dysfunctional. It may be the politics and the governance of the place, or it may be more natural issues like extreme weather and flooding, or it may be lack of essential services ... in fact everything is important, and all of it comes together in a place where everything must work in order for people to achiev an optimum quality of life.
TPB note: I realized the importance of place many years ago when I was working for the UN in Africa ... specifically in Sudan. Juba and Tei in the Equatorial Region of Sudan were totally different places. Juba was the Government Center for the Region, and Yei was a town surrounded by a large population (I think around 250,000 if my memory is right) of refugees from Uganda. These two places were about as different as they could be ... and this made me curious.

People are the key to everything. They are the latent force and the limiting constraint. People are human, with all the problems that go along with that. What is the human potential? What is needed so that people can do the maximum that they are capable of? An increase in population should be a positive for development success rather than being a negative that reduces wealth.
Recent development thinking has people as liabilities and users of scarce resources rather than being human assets that help produce and create wealth. The chapter challenges some of the issues about people that are used to explain development failure but which are more about the way organizations and societies fail people. It raises the question about people's wasted potential, lack of opportunity and disorganized organizations. It takes up the issue of how organizations with ineffective systems and processes destroy the potential of good people to do great work.
The focus of development is about people who are both beneficiaries and the instruments of development, either individually or through some form of organization. There is a need to envision development from the perspective of the people who are failing and hopeless under the prevailing development paradigm and optimize development from that perspective.
