In this case. development assistance is used for activities that do not produce value add, and the community is actually worse off than it would have been without development assistance.

TPB note: During my career I carried out hundreds, if not thousands of project evaluations for the World Bank, the United Nations and others. The typical evaluation carried out by others was mainly about performance relative to the project plan. My approach had a focus on community impact, and especially related to the quality of life for the people. Most projects did not perform well based in these criteria. Prevailing management metrics did not address performance this way!
