The Accountability Project Independent Accountability by ATCnet for the Public During the past 50 years, untold billions of dollars have flowed into “development” and after this time it has become apparent that the organizations that have been largely responsible for the management of these funds have failed to produce results that are significant relative to the resources used. The problem of development performance has been known about for many years. The key organizations have made efforts to respond to the issue with limited results. The credibility of organizations to assess their performance objectively has been severely compromised. Many organizations have made substantial progress in improving their accounting and their operational performance. But these organizations also have limited credibility in presenting their reform results. Everywhere there is partial information or misinformation. And a limited understanding of what development performance means. The problem extends not only to government organizations and development institutions, but also to the NGO community. The ATCnet Accountability Project makes it possible for the public to learn more about projects and programs and organizations than is available under the current available information processes. The Accountability Project makes it possible for the first time for the public in the SOUTH as a key stakeholder in development to provide feedback about the performance of projects, programs and organizations from the perspective of the supposed beneficiary. The Accountability Project makes it possible for the first time for the public in the NORTH to learn how the funds that they think are being used for development, are in fact being used largely for overhead and administration and in some cases for completely different purposes. The Accountability Project makes it possible for great work in development to be identified and recognized. The goal is simple. It is to make more and more of the development fund flow result in excellence in development.
