ATCnet is preparing a 'Universal Accountability Program' so that the results of evaluation can be easily put into the public domain and easily accessed from anywhere in the world using the Internet. This is an absolutely vital dimension to information about development interventions ..... and to all intents and purposes presently absent from the development community. But this initiative should not be thought of as simply a way to 'catch' bad projects. It is much more a way to identify great projects ..... and facilitate their replication so that good results are amplified. The major funders have very little information that they can use to allocate their resources effectively .... and they are not under any particular pressure to ensure the very best possible use of the resources AS SEEN BY THE INTENDED BENEFICIARIES. If any of the readers of the af-aids postings has good (or bad) evaluation stories we would be very interested to get them for our developing database. If any readers have ideas about how this program would be most effective, we are interested in hearing from you. The amount of money flowing is only one part of the evaluation process .... we also need to learn about how effectively it is being used. I hope to hear from a lot of people
