Burgess COMMENTARY They acknowledge that there is a long way to go ... but also that they have come a long way in a process of reform.
They seem to have some useful tools ... but I am concerned that the 'tools' they talk about are expensive rather than being effective in a basic practical way ... in other words they are approaching the problem of metrics from a 'study' perspective rather than an 'accounting' perspective.
