When I arrived she was already an institution at the institution, effectively the chief operating officer in charge of budget, finance, personnel--in short, everything that moved once you crossed the threshold, and was said also to have a big hand in ensuring the best returns for the foundation's investment portfolio. She earned a formidable reputation for toughness--the tough love that kept programs within budget, countenanced no waste, and ensured maximum impact for every foundation dollar spent. While she was a budget hawk against waste, and wielded a stern rod on the occasional malingerer, Carol was impressively respectful of the dignity of the foundation's staff. She understands the vital importance of discretion and confidentiality in personnel matters, and she was a firewall against the regrettable tendency of management in the current age to shortchange employees' benefits. She supported brave thinking by the policy intellectuals whose ideas it is the foundation's mission to propagate--yet I also found her common-sense sounding board for how grand ideas will play in the political debate. I had the highest respect for Carol's competence as a manager, have valued her advice, and--even better--have earned her friendship.
