There is probably not enough time to follow through on the specific consultancies that you reference in the afro-nets message, but I want to get as much information as a can about what is being asked for.

I have been a consultant in the international official development assistance world for many years, and disappointed at the way the sector has performed. As a former corporate CFO and an accountant, the management of money has been weak all the way from the planning and budgetary stage to the implementation and subsequent monitoring and evaluation. Making many of these activities bigger may well not produce better results simply because the metrics being used for analysis are inappropriate.

I have been working on what I refer to as TrueValueMetrics ... a system that helps to account for economic activity the same way for both the implementing organization and the community. The system embraces the increasingly popular triple bottom line so that analysis is not only about the money flows but also the value flows, The system is as powerful for the performance of a community as regular accounting is for the performance of a corporate entity

The Accountability and Monitoring in Health Initiative of the Open Society’s Public Health Program (AMHI) and the Open Society Initiative for Southern Africa’s (OSISA) HIV and AIDS Programme seek a consultant to help in the design, preparation and follow-up to (separate) assessment missions to Zambia and Malawi. The purpose of the missions will be for OSISA and AMHI to become familiar with the current context, actors and opportunities within the Zambian and Malawian fields of applied budget work and community monitoring for accountability in health.

You can get more for more details on the consultancies and guidelines for applying from me as per address below. . AMHI and OSISA prioritize applications from in-country individuals/organizations. The last date for the receipt of applications is *April 25, 2013*.
