Can the Clean Development Mechanism (CDM) and other emerging offset policies be reconciled? This question is at the core of a new study carried out on behalf of the German Emissions Trading Authority (DEHSt) at the German Federal Environment Agency (UBA). Aki Kachi and Dennis Tänzler (adelphi), together with Wolfgang Sterk (Wuppertal Institute for Climate, Environment and Energy) investigate current developments with the CDM and other alternative offset systems to identify critical issues to consider with regard to future CDM reform efforts in order to preserve the main benefits and accomplishments of CDM’s heyday.

For some time, the Clean Development Mechanisms (CDM) served as an international standard for offsets in the international carbon market. This market is now splintering. New emissions trading systems see the CDM only tepidly, are developing their own offset systems and the standard setting function of the CDM is in danger of being lost. On behalf of the German Emissions Trading Authority (DEHSt) at the Federal Environment Agency, adelphi researchers Aki Kachi and Dennis Tänzler, together with Wolfgang Sterk from the Wuppertal Institute, have examined these developments and the emerging alternative offset systems and suggest issues to be addressed if the CDM is to be reformed to continue to play its “glue” function in the international carbon market.

Without implementing international structures, trading certificates generated from project-based mechanisms as the CDM will become more and more difficult. In this discussion paper on behalf of the German Emissions Trading Authority within the Federal Environment Agency, adelphi's experts on emissions trading, Aki Kachi and Dennis Taenzler, together with Wolfgang Sterk of the Wuppertal Institute, analyse options for a further development and the future potentioal of the CDM.
