Fred has been with the American Red Cross for 15 years. He was Chairperson of the Board of Directors ARC San Mateo County. Fred was one of the pioneers in the “Large computer” industry. His primary area of responsibility was managing analytical services. He built one of the first networked police intelligence systems. He received an FBI grant to explain the accomplishment to major police forces throughout the United States. He consulted with the USAID mission in Laos, working with the Ambassadors of many countries. He was at one time the Far East Regional General Manager for Control Data Corporation (CDC), with a staff of approximately 300 and an annual budget of about $1.5 million. One of his teams received a South Korean Presidential Citation for developing the first software and hardware solution to control the flooding of the Han River. Both the Honolulu Police system and the South Korean responsibility are examples of Fred’s strong analytical and leadership capabilities. The above projects required intense collaboration between internal and external multinational stake holders. Fred has responded to hurricanes, floods, tornados and one each blackout, heat wave, and transit strike. He has responded to 24 major disasters. His current Disaster Responder positions are Community Partnership Chief and Government Liaison Manager and often acting as Chief Fred is the architect and developer of ActTak. This is an action tracking database ticketing system that allows instant tracking of action requests during a Disaster Responses.
