The overall question for each topic is:

What policies should New Jersey pass in the next 10 years in [topic X] in order to achieve its 2050 emissions goals? culture

Topics and questions are TENTATIVE: subject to change based on feedback from stakeholders.

Emissions Reduction Policies:

How can New Jersey effectively reduce carbon and other greenhouse gas emissions across all sectors, including but not limited to the energy sector?
What scale of policy would be required to achieve NJ’s emissions goals?
3 tentative subtopics:
Regional cap-and-trade (e.g. RGGI)
State-level carbon fee and dividend
Sector-specific regulations and subsidies

Transportation:
How can New Jersey reduce the 52% of carbon emissions in our state that come from transportation?
What improvements can be made to public transportation infrastructure to better serve our communities and reduce emissions?
How can we increase mobility: allow people to transit from their homes, equitably, and make it palatable and have efficient options without cars, both in city and out-of-city?
3 tentative subtopics:
EV charging infrastructure development
Cash on the hood incentives
The costs / benefits of switching to natural gas from diesel for larger vehicles

Buildings:
What policies, including in Building Materials, Retrofits, and Smart Growth, should be passed to reduce emissions among households, businesses, and public entities?
Should buildings be moved off of fossil-fuel heating toward electrification?
3 tentative subtopics:
Sustainable materials
Energy efficiency
The costs / benefits of switching to natural gas from fuel oil vs electrification
Just Transition:
What challenges do fossil fuel-dependent workers and communities face as the economy transitions away from emissions-intensive activities?
What measures can be taken to ensure these communities are provided sufficient opportunities and support?

Rate decoupling

Climate Change Resiliency:
How New Jersey can adapt its public infrastructure to the coming sea level rise and extreme weather events?
How can New Jersey support the communities most vulnerable to the effects of climate change, such as sea-level rise and extreme heat?
3 tentative subtopics:
Retreat vs non-retreat for coastal communities
Coastal engineering: analyzing costs/benefits of specific projects
Infrastructure development: elevating substations, microgrids, etc.

Air Pollution:
How can New Jersey mitigate conventional air pollution (both hazardous and criteria air pollutants), which varies so much spatially? (not include ozone)
What are concrete and proven policies to reduce the incidence of air pollution?
What are the concerns of the communities most affected by air pollution?
3 tentative subtopics:
Natural gas compressor stations
Equity of distribution of air pollutants
How to deal with increased cases of asthma / lung cancer

Highly Warming Gases
How should non-carbon greenhouse gas emissions from refrigerants and insulating materials be handled?
