Sanctions are a very blunt instrument, and in most cases are relatively easy to circumvent.
In the case of sanctions now being imposed in response to Putin's invasion of Ukraine, the sanctions are broad and deep. Unlike many sanction regimes, the sanctions in response to Russia's invasion of Ukraine are being applied on a coordinated manner by many countries so there is relatively little space to hide and operate beyond the reach of the sanctions.
In addition, a lot more commercial enterprises are having to take the sanctions into consideration and avoid being implicated themselves in sanctions busting. Given half a chance a great number of companies will choose to protect their profits and shareholder interest over and beyond what is good for society at large. At the present time a lot of the business community is respecting the sanctions and the public is watching and at the moment will mobilize reputational risk to the extent that is needed. How long this will last is anyone's guess, but for the moment the public wants to do all it can in support of Ukraine.

The Ultimate beneficial owner of MY Scheherazade has been released by Italian authorities as Eduard Khudainatov. Former president of Rosneft, the state run energy company. He’s not currently under any sanctions.

Throughout the whole scrutiny of this vessel the boat has had a Russian crew, led by British captain Guy Bennett Pearce.
I talked in my video about this boat called Is this Putun’s SuperYacht? That they had two crews, a British or English speaking crew and a Russian crew.
A video released by the opposition party of Putin did a deep dive into the crew list of the yacht and discovered the crew were made up of members of the FSO. The Equivalent of the Secret Service who guard the President of the United States.
But The Daily Beast reported that this week when the Russian crew disappeared overnight, and were replaced by an entirely British set.
