This may be because I am getting older and miss more of the news, or it may be because things actually are changing. My impression is that America and Europe have less interest in the poor countries today than two or three decades ago ... like a generation ago.
I think this is a huge mistake ... something that America and Europe ... the rich 'West' will regret mightily in 30 or 40 years.
When I ask myself why America and Europe have lost interest in places like Africa, Latin America, South and Central Asia and much of the Middle East, I conclude that it is simply another manifestation of the chronic sickness of the modern Western capitalist world, that if investors cannon make a lot of money, then it is not worth doing.
Since President Reagan in the early 1980s, the driving policy framework has been a virulent strain of this idea and it has been a bonanza for the owner class, and more or less of a disaster for everyone else.
It has also been a disaster for developing countries. The wealth of rich countries has boomed and poor countries have become poorer. The ownership class has seen huge gains in their wealth while everyone else has struggled.
This has been a disaster for Africa ... and the situation is getting worse rather then better'
