Margaret Chadbourn chats with The Hill’s Julia Manchester as the Democratic National Convention gets underway in Chicago. Julia gives the rundown on who’s speaking, what to expect, and the reaction to Pro-Palestinian protests that threaten to overshadow the four-day convention.
Margaret also hears from The Hill’s White House correspondent Brett Samuels, who has a look inside Former President Trump’s campaign and how they’re working to regain the spotlight during the Democrats’ convention week. - this week is about celebrating what it
- means to be for the people vice
- president Harris has chosen in Tim Walls
- a running mate who has a coach a
- congressman a sergeant a veteran a
- governor has a record of fighting for
- the middle class and I'm excited that
- we're kicking off our campaign by
- celebrating just how much Joe Biden got
- done at home and abroad the Democratic
- National vention kicks off today in
- Chicago where history will be made for
- the first time a woman of color will
- officially be nominated as the party's
- presidential candidate it's been a short
- road to this moment all starting just a
- little over four weeks ago when
- President Biden announced he would exit
- the race of course all eyes will be on
- Biden tonight as the president makes his
- prime time speech at the convention his
- 13th DNC where he will pass the torch to
- vice president Harris it will certainly
- be a tight RPP walk for Biden the
- 1:01
- president is looking to take credit for
- his accomplishments and tout all that he
- has done during his four years in office
- but at the same time find just the right
- buffer between him and vice president
- Harris not to heavily tie the president
- hopeful to his administration joining me
- now is the hills National political
- reporter Julia Manchester who is on the
- ground there in Chicago Julia give us a
- look ahead about tonight what can we
- expect to hear from President Biden as
- the convention kicks off
- hey Margaret well you're absolutely
- right this is all about passing the
- torch tonight this is about Joe Biden
- cementing his legacy as president for
- the F first four years of his
- administration and passing that torch to
- ensure that kamla Harris essentially
- carries his legacy on into um you know a
- potential Harris Administration and
- making sure that she continues to really
- finish the job remember Biden and Harris
- obviously were on the same ticket in
- 2020 they've had the Administration
- 2:00
- together so in a way kamla Harris is
- running on Joe Biden's record now she'll
- want to make some changes she'll want to
- do things her way but Joe Biden is going
- to be making the case to the American
- voters about what his administration was
- like his accomplishments Democrats like
- to say that his administration was one
- of the most productive in you know
- decades really out of many
- administrations talking about massive
- pieces of legislation that have been
- 2:26
- passed such as the build back better
- 2:27
- plan the infrastructure uh legislation
- 2:30
- which was bipartisan so expect him to
- 2:33
- talk about that to talk about his you
- 2:35
- know Legacy in politics and really talk
- 2:37
- about the Next Generation and what he
- 2:40
- says are his hopes for that new
- 2:42
- generation of leadership within the
- 2:43
- Democratic party a bit of a handoff
- 2:46
- speech but also a time to sell his
- 2:47
- accomplishments now President Biden will
- 2:50
- only be at the convention tonight
- 2:51
- heading on vacation after that and you
- 2:54
- know Democrats are is this a sign of any
- 2:57
- Rising tension between the president and
- 2:59
- top Democrats after he was essentially
- 3:00
- forced to withdraw from the
- 3:05
- election I don't think so this is
- 3:07
- essentially Biden passing the torch I
- 3:09
- mean this is kamla Harris's convention
- 3:12
- um and this is a chance for her to be
- 3:14
- able to introduce herself to the
- 3:16
- American people you know she's been vice
- 3:18
- president she was obviously a senator
- 3:20
- from California so she has that um you
- 3:23
- know Pro National profile but she's not
- 3:25
- as perhaps well known to many Americans
- 3:28
- as someone like Donald Trump is so they
- 3:30
- want to get they want to give her the
- 3:32
- chance to tell her own story and to make
- 3:34
- this really about her and also about her
- 3:36
- running mate Tim Walls and to Showcase
- 3:39
- other Democrats who are up for
- 3:41
- reelection and really talk about the
- 3:43
- Democratic record um you know in
- 3:45
- addition to President Biden speaking you
- 3:47
- also have other major Democratic names
- 3:49
- uh you know speaking to uh not only
- 3:51
- tonight but also throughout the week
- 3:53
- Hillary Clinton the former first lady
- 3:55
- and Secretary of State former President
- 3:57
- Bill Clinton Barack and Michelle Obama
- 3:59
- obvious ly very popular figures not only
- 4:01
- within the Democratic party but in
- 4:03
- American politics so you know Biden
- 4:05
- leaving I think is a way to sort of
- 4:08
- symbolically pass the torch and say look
- 4:10
- the spotlight should be on kamla Harris
- 4:12
- she is at the top of the ticket at the
- 4:14
- end of the day Julia you mentioned some
- 4:16
- of the big political heavyweights taken
- 4:17
- to the stage what are some other big
- 4:19
- moments to watch
- 4:23
- for you know I think obviously you have
- 4:26
- these political heavy weights taking to
- 4:28
- the stage you also have some rising
- 4:30
- stars at this convention um you know
- 4:32
- potential Governors who would be seen as
- 4:34
- contenders down the line for
- 4:36
- presidential races but one thing we are
- 4:38
- watching for is to see how protests in
- 4:41
- particular Pro Palestinian protests
- 4:43
- impact this election you know they've
- 4:45
- been happening outside of the perimeter
- 4:47
- here in Chicago but I think there's a
- 4:49
- real question as to where Pro
- 4:51
- Palestinian protests how they impact
- 4:54
- this convention will they essentially um
- 4:56
- you know will there be any hecklers
- 4:58
- inside U will this in the way of uh
- 5:01
- kamla Harris and you know her her
- 5:03
- message we know that this issue of
- 5:06
- support for Israel and support for the
- 5:08
- Palestinian people has been one that has
- 5:10
- certainly divided the Democratic party
- 5:13
- so is this does this mean the party is
- 5:15
- divided going forward we don't know but
- 5:18
- uh we could defin we'll definitely be
- 5:19
- watching for that to see if these
- 5:21
- protests have a negative or positive
- 5:23
- impact on this um convention Julia we
- 5:26
- know you just landed in Chicago a short
- 5:28
- time ago what is the energy on the
- 5:30
- ground like there heading into this big
- 5:35
- week you know I think there's a lot of
- 5:37
- energy I think a lot of Democrats are so
- 5:38
- excited obviously to be here for this
- 5:41
- convention it's hard to imagine just a
- 5:43
- month ago this convention was going to
- 5:45
- be totally different this was going to
- 5:46
- be Joe Biden's convention now it's KLA
- 5:48
- Harris's convention and just a month ago
- 5:51
- I think there was a lot of anxiety and
- 5:53
- quite frankly despair among Democrats so
- 5:56
- I think um you know they're feeling
- 5:58
- quite jubilent quite energetic quite
- 6:00
- excited to be here in Chicago obviously
- 6:02
- Chicago a big Democratic City a big
- 6:04
- Union City very emblematic of that blue
- 6:07
- wall so there's definitely excitement
- 6:09
- there but also some anxiety I talked
- 6:11
- about those protests we don't know how
- 6:13
- these protests are going to impact the
- 6:14
- election um you know if it's going to
- 6:16
- have a negative impact or if they it
- 6:18
- will be seen as maybe um you know more
- 6:21
- voices in the Democratic fold making
- 6:22
- their voices heard so definitely some um
- 6:25
- excitement sprinkled in with some you
- 6:27
- know potential anxiety as to what's to
- 6:30
- come with this potential divide within
- 6:32
- the party certainly now Harris is
- 6:34
- heading into the convention with it
- 6:36
- major jump in polling the latest shows
- 6:38
- the vice president is now leading Trump
- 6:40
- three points nationally despite this
- 6:42
- Harris still says she sees herself as
- 6:44
- Underdog in the race what should we make
- 6:47
- of her surge in the polls is this just a
- 6:49
- reflection of a honeymoon phase with
- 6:50
- voters or has something fundamentally
- 6:52
- changed with her at the top of the
- 6:54
- ticket instead of
- 6:58
- Biden I think there's a few things at
- 7:00
- play first of all I think there
- 7:01
- absolutely is a honeymoon phase she is
- 7:03
- seen as someone who is definitely off to
- 7:06
- a very positive start she's gotten a lot
- 7:08
- of positive coverage she's run a very
- 7:10
- good messaging campaign um you know we
- 7:13
- see that a lot of young voters in
- 7:15
- particular are excited about her we're
- 7:17
- seeing that played out in social media
- 7:19
- so that's um I think resonating in the
- 7:22
- polls that excitement but we normally
- 7:24
- see with you know in the runup to
- 7:26
- conventions maybe during conventions
- 7:29
- it's definitely a bit of a spike in the
- 7:31
- polls for the candidate we saw that
- 7:32
- Donald Trump and Republicans got that
- 7:34
- just a few weeks ago in Milwaukee so I
- 7:37
- think you're seeing that here with
- 7:38
- Harris you're also seeing Democrats
- 7:40
- coming home in the polls they feel
- 7:42
- energized they feel excited it's
- 7:44
- certainly a mood change from where they
- 7:45
- were before but you know I think there
- 7:48
- could be something bigger at play here
- 7:50
- though um you're seeing kamla Harris
- 7:52
- close the gap in key regions of the
- 7:55
- country such as here in the Midwest
- 7:57
- you're also seeing her do that in uh the
- 7:59
- Sun Belt in States like North Carolina
- 8:01
- and Georgia where just a month ago
- 8:03
- Democrats were feeling pretty negatively
- 8:06
- about their chances so there is
- 8:08
- definitely a curiosity about kamla
- 8:10
- Harris that being said though we know
- 8:12
- that things can change rapidly in
- 8:14
- elections and we see that polls tend to
- 8:16
- narrow definitely after Labor Day so you
- 8:19
- know this could be a honeymoon phase I
- 8:21
- think the Harris campaign is expected
- 8:23
- for things to tighten um you know for
- 8:25
- the new cycle as as fickle as it can be
- 8:27
- for they're trying to prepare for any
- 8:29
- curveballs thrown at them you know in a
- 8:32
- politics we have this uh I guess the
- 8:34
- saying it's called an October surprise
- 8:36
- these surprise events that happen um you
- 8:39
- know in October before the election
- 8:40
- we've had so many surprises already in
- 8:43
- June and July so who knows what's uh yet
- 8:45
- to come between now and November
- 8:47
- certainly been busy another booze
- 8:49
- harisis sting is in her favorability
- 8:51
- rating among Americans a new survey from
- 8:53
- the Associated Press NC shows that 48%
- 8:57
- now have a very or somewhat favorable
- 8:59
- view of Harris is Harris's messaging
- 9:02
- really sticking heading into November
- 9:04
- and is it a sign that her campaign has
- 9:06
- done a solid job defining the
- 9:08
- presidential candidate to
- 9:12
- voters I think right now they're still
- 9:14
- forming that message you know she
- 9:16
- released her economic plan just last
- 9:18
- week in uh North Carolina and she's
- 9:21
- starting to roll out these policy
- 9:23
- proposals and you know look she is
- 9:24
- running on Joe Biden's record in many
- 9:27
- ways but she's putting her own spin her
- 9:29
- own ideas on a lot of these policies so
- 9:31
- she is still in many ways defining
- 9:33
- herself and I think what you're going to
- 9:35
- see in this room this week uh you know
- 9:38
- specifically on Thursday night is you
- 9:40
- know her defining herself talking about
- 9:42
- her biographical history um you know her
- 9:44
- childhood formative years Etc um but I
- 9:48
- think her campaign has certainly done a
- 9:50
- good job with messaging so far
- 9:52
- particularly tapping into that young
- 9:55
- vote uh that we talk about that's so
- 9:57
- important young voters seem to feel more
- 9:59
- energized than in past elections and
- 10:02
- we're seeing that play out in spaces
- 10:04
- like social media and I talk about that
- 10:06
- young vote but we're also seeing this
- 10:08
- enthusiasm seen in the polls with some
- 10:10
- older voters as well and with Women
- 10:12
- Voters in general African-American
- 10:14
- voters they all seem to feel that Harris
- 10:18
- right now has um you know is the person
- 10:20
- with momentum and they feel positively
- 10:22
- about her but like I said things tend to
- 10:24
- tighten after Labor Day and she is still
- 10:27
- a very relatively new candidate so so
- 10:29
- she'll work to really cement uh her
- 10:32
- definition of herself if you will this
- 10:34
- week at the DNC but um you know her
- 10:37
- campaign's still going to have to
- 10:39
- contend with Republicans working to
- 10:41
- redefine her in a negative light a lot
- 10:44
- to watch this week out of Chicago the
- 10:46
- hills Julia Manchester thank

- Donald Trump and his VP pick JD Vance

- are aiming to offer a forceful response

- to Democrats gather in Chicago this week

- the two are hitting the road in several
- 11:03
- critical swing States reaching out to
- 11:04
- voters across the country Trump is
- 11:07
- returning to Pennsylvania today where he
- 11:09
- begins the Battleground State Blitz it
- 11:11
- will be Trump's 10th visit to the state
- 11:13
- since announcing his 2024 bid the former
- 11:16
- president is supposed to focus his
- 11:18
- remarks on the economy but the big
- 11:20
- question remains can he stay on message
- 11:23
- as the Trump campaign hopes to bring
- 11:24
- Harris's honeymoon period to an end here
- 11:27
- to discuss the hills Brett Samuels Brett
- 11:30
- the Trump campaign is doing its best to
- 11:31
- counter program the DNC Trump kicking
- 11:34
- off a tour of battleground States he's
- 11:36
- also having Syrus hold news conferences
- 11:38
- in Chicago during the convention does
- 11:41
- this strategy have a chance of working
- 11:43
- what issues is the Trump campaign going
- 11:45
- to focus on as part part of their
- 11:47
- counterprogramming
- 11:49
- yeah the big question of whether it
- 11:51
- works you know I think depends on how
- 11:53
- the former president is able to stay on
- 11:55
- message whether he's able to stay on
- 11:57
- message uh or whether they end up
- 12:00
- cutting through the the sort of coverage
- 12:01
- of the DNC because of something
- 12:03
- controversial that Trump says which
- 12:05
- we've seen him do in some of his recent
- 12:07
- appearances but the hope for the Trump
- 12:09
- campaign is that they will spend the
- 12:11
- next five days the rest of the week um
- 12:14
- you know essentially offering
- 12:15
- counterprogramming to the DNC by
- 12:17
- visiting uh you know key Battleground
- 12:19
- states that are going to decide the
- 12:20
- election in November and ideally
- 12:23
- focusing on the issues that Republicans
- 12:25
- feel like they have a strong argument on
- 12:27
- so we'll see uh as you mentioned former
- 12:29
- president Trump will be in Pennsylvania
- 12:31
- talking about the economy he's supposed
- 12:32
- to visit Detroit uh the Detroit area in
- 12:35
- Michigan to talk about crime he'll head
- 12:37
- to Arizona to speak near the border
- 12:39
- about immigration he'll be in North
- 12:40
- Carolina talking about National Security
- 12:42
- so these are the issues that the the
- 12:44
- Trump campaign really feels like they
- 12:45
- have on their side and the question is
- 12:47
- whether uh the former president himself
- 12:49
- can stay on that message and really
- 12:51
- Hammer home uh what Republicans feel
- 12:53
- like is a winning formula for them in
- 12:55
- November Trump continues to go off
- 12:57
- message with personal aimed at Harris
- 13:00
- having this to say at a rally in
- 13:02
- Pennsylvania over the weekend but I say
- 13:05
- that I am much better looking than her I
- 13:07
- think I'm much better much better I'm a
- 13:11
- better looking person than
- 13:15
- Kamala top Republicans are really urging
- 13:17
- him to stop the insults and focus on
- 13:19
- policy differences this comes as polls
- 13:21
- continue to move in heres's favor are
- 13:24
- there any signs Trump will take his
- 13:26
- allies advice and talk policy or is
- 13:29
- Trump gonna just continue to be Trump
- 13:31
- that we we getting right
- 13:33
- now yeah you know after about eight
- 13:35
- years of trump campaigning it's just
- 13:37
- kind of apparent I think that he is who
- 13:39
- he is and this is what you get with him
- 13:41
- is um you know on the one hand he
- 13:43
- excites a lot of his supporters he
- 13:44
- motivates this huge base of Voters but
- 13:47
- on the other hand you're going to have
- 13:48
- to put up with with sort of uh you know
- 13:50
- asides like that where he goes off topic
- 13:53
- and he makes news on things that
- 13:54
- Republicans shake their heads at and
- 13:55
- roll their eyes at where he gets really
- 13:58
- personal and sort of goes you know what
- 13:59
- would traditionally be thought of as a a
- 14:01
- bit out of bounds in attacking his
- opponent uh you know Lindsey Graham the
- senator from South Carolina who's a
- really close Trump Ally uh said over the
- weekend that he he thinks that Trump
- could win on the issues in November but
- that maybe Trump the showman and Trump
- the provoca tour might not win in
- November and I think those comments you
- saw over the weekend in Pennsylvania
- that's sort of a perfect example of why
- Republicans are you know essentially
- begging Trump you know in public going
- on TV and really pleading with him to
- focus on policy because uh instead of
- talking about policy everyone is talking
- about these these very personal attacks
- against vice president Harris and that's
- not really a winning message for
- Republicans it's not really a winning
- message for former president Trump as he
- seeks to kind of stop the momentum from
- the Harris campaign so the long awaited
- report on President Biden's impeachment
- was released by House Republicans today
- accusing him of corruption and allowing
- his family to profit from his time in
- office no smoking guns here and Biden is
- now a lame duck president so is this
- report the end of house Republicans
- investigations into Biden or is there

- more
- planned yeah it certainly seems like
- this is sort of the end of the road
- given as you said you know President
- Biden will be out of office in a little
- under six months um you know there
- doesn't seem to be much appetite among
- Republicans to actually vote on some
- kind of impeachment uh against President
- Biden this report as you mentioned does
- not really have much of a Smoking Gun
- it's sort of rehashing a lot of what
- we've already heard which is uh
- Republican believe that uh President
- Biden and his family essentially
- profited from from Biden's place in
- government uh but at the same time
- testimony from the president's brother
- from his son Hunter Biden sort of
- undercut those claims there was no
- evidence that that Biden never changed
- policy to benefit his family or because
- of his family's business interests with
- Ukraine or China so uh you know it's
- sort of uh a big deal that this report
- is out but in another way it sort of I
- think signals that this is you know
- basically the end of the road there's
- 16:01
- just not much interest much appetite
- among Republicans to really kind of push
- this through and actually take a vote on
- this so uh I would be surprised if we
- see much of a push behind this report uh
- and instead I think it's more likely we
- see Republicans pivot to attacking vice
- president Harris and Minnesota Governor
- Tim Walls who's on the ticket in
- November the Republican primary for
- Florida's first congressional district
- is shaping up to be a rematch between
- Congressman Matt Gates and the man he
- toppled former house speaker Kevin
- McCarthy well no McCarthy isn't on the
- ballot but a political committee he
- controls has spent about $3 million
- attacking Gates and promoting his
- opponent former Navy pilot Aaron dick
- how competitive is this contest in
- Florida and does McCarthy and his allies
- have any chance of defeating
- Gates yeah certainly know this is is
- sort of the big uh you know I think
- climax of this fight that we've seen
- playing out for the better part of the
- last year year and a half between Kevin
- marthy and Matt Gates where uh obviously
- 17:01
- Matt Gates was was a big hurdle for
- Kevin McCarthy in securing the gavl to
- become speaker and then Gates was a key
- figure in toppling McCarthy as speaker
- and ousting him um and the two have
- continued to trade really personal
- attacks in the months since then so
- certainly this is there's there's a very
- personal element to this but the
- question of whether it's going to be
- successful for Kevin McCarthy who has so
- far really struggled to topple any of
- the folks who he has he has tried to
- take out in a primary who who voted to
- atin as Speaker he hasn't been
- successful in that regard uh I'd be
- surprised if he's successful with Matt
- Gates certainly Matt Gates is no
- stranger to controversy you know each
- time he's run for re-election there's
- been sort of this flood of negative
- press uh this push to oust him uh over
- his conduct in Congress over these
- allegations about his ethics uh Behavior
- so um you know Matt Gates is no stranger
- to these kinds of challenges and this
- kind of opposition but um you know the
- question is whether this time will be
- different because Kevin McCarthy is
- putting a lot of time and money and and
- 18:00
- resources behind this effort Democrats
- say that RFK junor campaign is showing
- signs of desperation as he tries to keep
- his third party presidential campaign
- afloat the latest sign he attempted to
- meet with the Harris team for a possible
- job in her Administration in exchange
- for his endorsement does he have any
- chance of playing spoiler in this
- election at this point what's the state
- of his
- campaign yeah I think the fact that you
- know RFK Jr is reaching out to the
- Harris campaign to see about some kind
- of job is really reflective of his
- standing in the presidential race which
- is that it's really really diminished in
- the last few months especially you know
- there was a time when polling showed RFK
- Jr in double digits and that he could
- actually play a really significant role
- um you know maybe not as a Victorious
- candidate but certainly as a spoiler
- candidate in some key swing States but
- just in the last couple months you know
- we've had RFK Jr on the phone with
- former president Trump talking about a
- potential job in a trump Administration
- should Trump win we had him you know
- reaching out to the Harris campaign to
- 19:01
- see about a possible job in in her
- 19:02
- Administration should she win um now RFK
- 19:05
- Jr sort of pushed back on this said that
- 19:07
- he's in it to defeat these candidates
- 19:09
- and that they're not good for the
- 19:10
- country but it's hard to ignore the fact
- 19:12
- that I think uh you know he's looking
- 19:14
- out for himself he's looking out for
- 19:16
- what what he could do after this
- 19:17
- election or or what he might be able to
- 19:19
- get in return for some kind of
- 19:20
- endorsement um and I think that's
- 19:22
- reflective of the fact that he just he
- 19:24
- just doesn't have much momentum or much
- 19:26
- traction at this point as the race
- 19:28
- really kind of Narrows in on Trump and
- 19:30
- Harris former Congressman George Santos
- 19:32
- is expected to plead guilty in his fraud
- 19:35
- case during a hearing in federal court
- 19:36
- on Long Island today of course he could
- 19:39
- change his mind at any point but the
- 19:40
- controversial Santos has been defiant
- 19:42
- since being charged what could a plea
- 19:44
- deal mean for him what can we
- 19:48
- expect yeah to your point you know he
- 19:50
- George Santos had really sort of
- 19:51
- professed his innocence for as long as
- 19:54
- these charges have been brought against
- 19:55
- him so the fact that he's reversed
- 19:57
- course I think is a sign that uh you
- 20:00
- know we were getting down to the
- nitty-gritty here getting down to the
- wire and uh you know if you went to
- trial if you were convicted on these
- charges uh they would bring with them a
- minimum amount of prison time so um you
- know he was looking at jail time should
- he be convicted so this plea deal could
- help him avoid going to prison um but
- certainly you know uh we shall see if he
- goes through with with this deal but any
- plea would of course mean that he's
- admitting guilt when it comes to some of
- these charges around uh misleading
- donors around inflating campaign Finance
- reports um you know these charges have
- been following him for for months uh
- really since he got to the house after
- the 2022 midterm elections so uh
- certainly one to watch but you know it's
- just another another example of sort of
- the George S Santos Saga uh just
- continuing and being something that
- Washington DC can't quite Shake all
- right we'll leave it there thank you as
- always the hills Brett
- Samuels thank you a breakthrough in
- ceasefire negotiations US Secretary of
- State Anthony blinkin saying Monday that
- 21:00
- Israel has accepted a US proposal to
- secure the release of the remaining
- hostages and bring the war in Gaza to a
- halt this proposal is based on a
- unbacked proposal the Biden
- Administration rolled out in May of this
