This proposed legislation has been stuck in Congress since the early part of 2021 and no movement of any substance for months. This is not Biden's fault. The blame rests with us ... the voters who completely failed to give the President a workable majority. It is tough to negotiate with a hand that simply does not have the cards. This is on us ... not on Biden.

There is a lot of program in the Build Back Better framework but nobody is talking about it because it has failed to get any voting traction in Congress and has become yesterday's news. This is a characteristic of the Democrats messaging incompetence. There is a huge amount of substance in the Buld Back Better Framework ... yet Democrats seem to have moved away from this substance to all sorts of other new matters. Yes ... good to get 'something done', but better to figure out how to 'multitask' ... to 'walk and chew gum'!

Meanwhile ... Biden's big infrastructure legislation has also dropped off the Democrats talking points. This was a huge win for the country ... and the Democrats ... and the Republicans ... and the States and localities. I cannot believe how silent the Democrats are about this win ... or are they perhaps embarrassed that they have found something that the Republicans also like. Whatever it is ... I am annoyed that Democrats are not shouting about this huge legislation from the rooftops and whenever they get a chance. The Democrats' playbook seems to be to keep secret any and all success that comes their way !!!!!!!!!!!!

President Joe Biden believes that there’s no greater economic engine in the world than the hard work and ingenuity of the American people. But for too long, the economy has worked great for those at the top, while working families get squeezed. President Biden promised to rebuild the backbone of the country – the middle class – so that this time everyone comes along. The Build Back Better Framework does just that.

This framework will set the United States on course to meet its climate goals, create millions of good-paying jobs, enable more Americans to join and remain in the labor force, and grow our economy from the bottom up and the middle out.

    1. Offers universal and free preschool for all 3- and 4-year-olds, the largest expansion of universal and free education since states and communities across the country established public high school 100 years ago.
    2. Makes the largest investment in child care in the nation’s history, saving most American families more than half of their spending on child care.
    3. Delivers affordable, high-quality care for older Americans and people with disabilities in their homes, while supporting the workers who provide this care.
    4. Provides 39 million households up to $3,600 (or $300 per month) in tax cuts per child by extending the American Rescue Plan’s expanded Child Tax Credit.

  2. The largest effort to combat climate change in American history:
    1. Delivers substantial consumer rebates and tax credits to reduce costs for middle class families shifting to clean energy and electrification.
    2. Ensures clean energy technology – from wind turbine blades to solar panels to electric cars – will be built in the United States with American made steel and other materials, creating hundreds of thousands of good jobs here at home.
    3. Advances environmental justice through a new Clean Energy and Sustainability Accelerator that will invest in projects around the country, while delivering 40% of the benefits of investment to disadvantaged communities, as part of the President’s Justice40 initiative.
    4. Bolsters resilience and natural solutions to climate change through a historic investment in coastal restoration, forest management, and soil conservation.

  3. The biggest expansion of affordable health care in a decade:
    1. Reduces prescription drug costs.
    2. Strengthens the Affordable Care Act and reduces premiums for 9 Million Americans.
    3. Closes the Medicaid Coverage Gap, Leading 4 Million Uninsured People to Gain Coverage.
    4. Expands Medicare to cover hearing benefits.

  4. The most significant effort to bring down costs and strengthen the middle class in generations:
    1. Makes the single largest and most comprehensive investment in affordable housing in history.
    2. Extends the expanded Earned Income Tax Credit (EITC) for around 17 million low-wage workers.
    3. Expands access to affordable, high-quality education beyond high school.
    4. Promotes nutrition security to support children’s health.
    5. Strengthens the middle class through a historic investment in equity, safety, and fairness.
    6. Invests in immigration reform.

  5. The Build Back Better framework is fully paid for:
  6. No one making under $400,000 will pay more in taxes in order to fund the Build Back Better Framework. There will be changes that offset the 2017 Trump era tax cut that delivered a windfall to high income and high wealth Americans, to increase investment funding available for the country’s future. Specifically, the framework will be paid for:
    1. with savings from repealing the Trump Administration’s rebate rule,
    2. by asking more from the very largest corporations and
    3. by asking more from the wealthiest Americans.
    4. by stopping large, profitable corporations from paying zero in tax and tax corporations that buyback stock rather than invest in the company.
    5. by not rewarding corporations for shipping jobs and profits overseas.
    6. by getting the highest income Americans to pay their fair share.
    7. by investing in staff and systems to enforce existing tax laws, so the wealthy pay what they owe.
