MANAGEMENT METRICS
AN EXAMPLE FROM MALARIA MANAGEMENT

For all issues: Starting situation, Operational action, and Results
(from IMMC in the early 2000s).

Peter Burgess COMMENTARY
I worked with the International Malaria Management Consortium (IMMC) in the early 2000s, a group of practitioners who worked on malaria control mainly in developing countries.

President George Bush (43) was very supportive of US initiatives for global health including PEPFAR (the President's Emergency Plan for AIDS Relief) and PMI (the President's Malaria Initiative). I engaged with global malaria health via PMI and IMMC with a very modest amount of success.

The US PMI initiative was generally unaware of the experiences of the UK and France in Africa in the colonial era, and put the majority of their funding into insecticide treated bednet programs while doing almost nothing to address the vector for malaria, the mosquito. This became expensive and unsustainable.

A European bednet company established a strong presence in Washington during this time ... and almost all the conversation was about how to fund more European bednets for Africa. The IMMC focus on reducing the population of infected mosquitoes was almost totally pushed off the agenda.

I guess the lesson is that 'money talks' especially in places like Washington.
