Rules for republishing material from PROPUBLICA ... What is fair use?

I have always tried to be a law abiding citizen ... but what exactly is the law, and to whom does it apply, and when, and where?

Most people ... including myself ... do not have much knowledge of the law, and we live most of our lives with little intervention by lawyers and the legal system. In my own case I got most of my legal guidance from my mother when I was a young child and she made it very clear what was 'right' and what was 'wrong'. This was a pretty good foundation for living a decent life, but it did not empower me to make the most of all sorts of opportunities where 'wrong' law was able to deliver unfair advantage ... and unfair advantage in much of the modern world is usually treated as a 'good' thing as long as one has the advantage.

I don't want to take unfair advantage of other people's work, but at the same time I want to use other people's work to help achieve the goals of my TrueValueMetrics(.org) initiative. I think I am behaving in accordance with the law, but I am sure that there are cases where people might think I have gone over the line. But what line? The lines in law seem to be very fuzzy and determined as much by the quality of the lawyers involved than anything else.

And, of course, money helps.
